The fact Russia has it does not mean in itself much. Maybe they got them through Ukrainians in ukraine.
It’s not the company helping occupiers – Russians got the devices through secondary channels.
The company could decide to block access in occupied regions, but they can’t really distinguish between Ukrainians and Russians using them at the same locations. Also remember what happened when they shut it down in Crimea.
