So I moved into an apartment recently and this this is on the side of the open kitchen. The light is always on. If I cover it with dark tape to obstruct the light it starts flashing.
I would assume it is some kind of signal for something but I am just curious if anyone here has any ideas.

Either look to what it’s connected to or cut its power and see what happens. If nothing happens, it probably wasn’t important. Alternatively, ask the person who installed it: your landlord
It’s an LED in a box, maybe to visualize the status of a gadget, or maybe it’s infrared for a remote
Not really more that you could say without being there
If it reacts to being covered it apparently is some kind of brightness and/or motion sensor. But for what purpose we really can only guess. Especially since by the looks of it, it’s custom made rather than an off-the-shelf item.
