From the clip it's clear by the way Robinson raises his voice after the initial comment that he is reacting to noise from the audience. Eastwood's smirk, and Robinson's own facial expression show there was clearly a laugh from the audience, as per the tweet.

I watched it live, they laughed their heads off at him.
Another case of the BBC NI editorialising in favour of certain parties I wonder. The current head of BBC NI has been accused of bias before and his own mother is a TUV member.
