OPOD1 is the actual fine for parking illegaly.
OPOD are administrative fees

OPOD is the fee of the city for processing the fine.
They misspelled Ordnungswidrigkeit. Is this a scam of some sorts? I would return it back to the sender and ask for a corrected bill.
Not only did you park where it wasn’t allowed, your parking spot was so bad and so illegal that they towed you. It takes a lot for that to happen in car country Germany, so yea, you deserved it.
