Surely it’s videos that cost the most in terms of energy used for data storage, transfer etc. When the author says post on Instagram they mean uploading a video. Text is ridiculously “cheap” to the point where it shouldn’t be a concern.
The solution should be making energy green, not limiting energy consumption. It’s like saying the only way to solve a problem is to halt progress
