I see a naked person on this picture on the very bottom left balcony. Looks like a woman on all fours with white hair.
This has been about before. Some blokes with armfuls of money are on the third level from the top on the left, although I can’t see that clearly in this photo.

They built a residential block next to our office and it was empty for months after completion except for some semi-regular filming of pornography. Usually it was just topless women being photographed on the balcony but once I saw someone being taken from behind whilst pushed up against the balcony doors.
Certainly brightened up my Wednesday.
As a Welsh person that lives on the outskirts of a town, that seems like a hellish place to live. I would be chucking myself of that balcony day 2
