  1. “Once approved by the General Assembly, the treaty becomes law upon the approval of 40 nations.” Only if nations enforce it, and you can bet money on the fact that big wigs won’t enforce it on other big wigs or themselves. IE the USA wont enforce it on China, which in turn won’t enforce it on the EU, which in turn won’t enforce it on the USA and vise versa. Which is a good thing. We don’t need a ‘global’ Patriot Act.
