He really does think there is one set of rules for Russia and a different set for the rest of the world. That’s pretty much the definition of a narcissist. I had a roommate like that once. He felt super comfortable casually breaking any rule known to man (not heavy criminal stuff, everyday stuff) but if somebody broke a rule that negatively affected him then he got personally offended and all legalistic about it and tried to hold them to the letter of the law, including every comma, dotted i and crossed t.
