The bit that has come off is just the cover for the screws that hold the faceplate to the back box.
Call a professional. Your reddit message implies you don’t know what you’re doing so I’d hate for you to do any DIY and end up like an electrocuted cartoon character!!
Those are there to cover the screws and enable a 1 gang backbox to take a 2 gang socket (gang just means how many sockets). Since you’re asking on reddit what this is regarding the crackling, get an electrician to investigate and replace the socket. I would check/replace your charger too as it may be faulty.
Are you an owner occupier or tenant. If it is the latter ask your landlord to check the electrics and replace the socket. It is the job for a professional.
I dont know how l but as I was scrolling I read pocket slug and I had to come back up to check.
