I’d say reluctantly that Putin’s handling of the situation has been strategically sound. The Russian offensive in the east has picked up significant momentum, and it would be flat-out stupid to redeploy troops from there to Kursk. The Ukrainian offensive is contained and not picking up new territory; the Russians can afford to fight a holding action there and continue advancing in the east. It doesn’t seem to be costing him that much on the domestic political front, so what would he gain by diverting forces?
