Why cant govts use slow-acting or biologic poisons on terrorist prisoners before returning them in a hostage scenario by terrorists?

Well to start with that’s a war crime
Because there is a very real risk that if you deal with people in bad faith everyone afterwards deals with you on bad faith.
First because it’s a war crime and second because it’s a trick you can only use once.
Because it’ll only work once and you’ll burn your reputation for all future negotiations.
Those can be tested and it would erode trust more greatly for futures negotiations
