The west has handed out sanctions like candy and have isolated countries so much that they have no more leverage. What the hell does North Korea or Iran care about what the Americans or Europeans think?
What are the options before these countries?
Give weapons to Russia
Pros:
* Better relationship with a major country and ally * business for their domestic defense industry and foreign exchange * field testing of their weapon systems
Cons:
* The Americans and Europeans will hate you. But they do it already. So, nothing.
Deny weapons to Russia
Pros:
* Jackshit. Americans are not going to lift sanctions anyway.
Cons:
* Burn bridge with a major ally for no good reason. * Lose out on business for their defense industry.
