I can’t find any German municipality with a name that fits, so I’m thinking it must be a misspelling: “Veinham” might, for example, represent “Weinheim” which is pronounced “Woinem” in the local dialect. The handwriting is not typically German: the way the digits “1”, “9” and “7” are written suggests they’re a native speaker of English, so I’m guessing they were born to American soldiers stationed in the US occupation zone.
This is probaly a typo. It is either Weinheim (so the “V” is wrong) or Viernheim (so the “e” and “i” are swapped).
