Yes, that’s a scam.
Jep, it’s the showcase scam: „I am not in Germany so I can’t show you the apartment, so I use -insert hotel platform-, bla bla“
The only thing missing is mentioning that the landlord now resides in Spain. I don’t know why, but it’s always Spain

Absolute scam. I saw some tourists in Heidelberg (students) who fell for this sort of thing. Was so sad.
Scam. I had this once. I even went unannounced to look at the appartment and it was rented and no one there had any idea about the offer

My second opinion says it is a scam
I asked my kid just in case for a third opinion and he also says it’s a scam
Of course it is.
RULE 1:
If they tell you they can NOT show you the apartment in person for whatever reason IT IS A SCAM.
RULE 2:
NEVER hand over cash BEFORE you have keys and are sitting in the apartment (and even then be careful)
