All there money is going on keeping the lights on.
Probably a rental property where as usual the private landlord couldn’t give two shits as long as he’s getting his monthly rent.

I’m not sure “gardener” is the correct term if the garden is on the sides of your house, and not in your garden?
Do you know how much gardeners charge? For large jobs especially… and they’d need scaffolding to get rid of this… yeh. Worst part if the shit grows back… it’s an endless problem. Nobody comes work to this neighborhoods and charges you little money.
I also live in a fairly affluent area, and a lot of it looks really not well maintained, it’s just a lot of work. I do my best but weeds, trees, fallen leaves everywhere… it never ends. It’s the main reason I want to move back to some concrete jungle apartment.
Perhaps they like it like that?

Would it be difficult to just cut the parts that are blocking the windows?
Why am I the only person who worries that the owner isn’t well, and wonders if anyone is looking after them? Maybe they’re very old.
