They only said this a few months after it started.
All our inaction does is encourage Russia. We had several opportunities before Ukraine to work this out…..Even now, as Russia’s “red lines” are crossed time and time again we still second guess ourselves and hand them the initiative at the expense of Ukrainian lives.

Of course it has the opposite effect. The longer a war continues, the more fierce it becomes, and the more it tends to spread and draw other countries into it.
