Russia will achieve its goals in the Ukraine one way or another. Its pointless giving Zelensky more money and weapons. Russia has complete control of the Crimea and a large part of the Eastern Ukraine. The Russian military continue to advance Westwards destroying and capturing as they go.

Remember, Rutter was PM when Ghorkin shot down the Dutch passenger aircraft, with all those innocent deaths. He has skin in the game. There will be revenge for this. Biden has been a poor leader. My guess is he will allow Europe to help Ukraine but will force them to buy the weapons from US stocks or US manufacturers.
