Integrate them properly, make sure foreign degrees are easy to carry over, etc etc
The question isn’t do immigrants improve your economy because they just do. The question is can your Society actually successfully assimilate them and not lead to the creation of a ghettoized parallel Society and the resulting social problems that go along with that.
People don’t assimilate into a society they don’t feel welcomed into. People can’t assimilate into a society that won’t accept them. And total assimilation often takes two generations.
