I’m pretty sure these are paid temporary diversion parking places for newly built houses that don’t yet have parking. You can download whatever parking app Vantaa uses and check if it offers you to buy a spot.
Only if you can see a square blue parking sign with a white P around. Otherwise, you risk being fined.
