In my previous flat it was quite easy to manually adjust the valves to reduce the heating flow. Here I'm not so sure how to do it.
Those red things are at different height, so it looks like they can be adjusted. But they also look fragile, and would probably needs pliers to be turned. So I'm a bit worried they're actually not designed to be turned?
I still don't get those default setting at 24°C as minimum temperature. I have to open the windows to cool down, that's a bit ridiculous.
(of course the agency doesn't care)

The one on the right looks like all of mine do. You can adjust it with the black part. the red thing on the others seems like a cover ensuring that you can’t turn them, or like they never got unpacked before installing. I’d wait for an answer from someone else.
I have never ever seen a flow rate being engraved as well tho lol
The red sleeves can be removed. Use a screwdriver to lift them, proceed with care. When removed, you can turn the tacosetters by hand.
You just turn it by hand and no it won’t break. Reduce the flow

Don’t you have thermostats in the rooms that controll a valve?
